IsWinEx - determine if an executable is a
windows exe without actually running it!

Usage: iswinex <filename>

The output can be redirected to a file:
iswinex foo.exe > foo.txt.  If the file is
a windows exe, the dos errorlevel will be
set to 0, if not, the errorlevel will be
set to 1.
